Doctor’s Office Disclosed My Lab Results To My Mom Without My Consent. Clear Hipaa Violation, What Are My Options?

I’m 21 and my doctor’s office called my mom to discuss my lab results. When she called back, a different staff member asked only for my name and date of birth and then disclosed my full lab results to her without any authorization from me. I am a legal adult, I have never signed a release authorizing my mom to access my medical information, and they have no power of attorney. When I called the office afterward to ask if they could share my results with my mom, they confirmed they could not since I’m over 18 without a court-ordered power of attorney. completely unaware they had already done exactly that. I have a text from my mom confirming she received my results, which serves as direct evidence of the disclosure. My parents are very religious and these results have personal implications for me, which is why this privacy violation is especially significant. I want to file a formal HIPAA complaint and understand what my options are. Has anyone gone through this process and what should I expect? Location: California, USA
