Ex wife didn’t keep insurance

So here’s the low down. When my husband (49m) was with his ex 20 years ago, she bought a house with cash she got from an insurance settlement. I guess later in their relationship they had their eye on a piece of land that came up for auction. They borrowed against that house to buy the land, both of them cars, and paid off a bunch of bills. When they divorced years later, all my husband wanted was half custody of the kids (which we ended up having them full time but he still paid her child support- not important but just wanna let yall know where my mind is ) and that little piece of land. Their agreement was, she keeps the house, and he makes the payments on that loan and in exchange when the loan is paid off, her name comes off the land and then he is free to do with it what he wants. Until then, nothing can be done with that land without her permission.

Flash forward 15 years. Yesterday her house burned down. She was a hoarder so not quite sure what started it. She was supposed to keep the insurance and property taxes up on it. She did not. So she lost everything. (I’m really sorry for that, I mean that with everything in me. I’m not a horrible person). He still owes 22k on that loan. Will the bank come after him now for the full amount? We definitely don’t have an extra 22k laying around. Location: Tennessee.
