Help! Received A Notice Of Hearing From Former Employer Because I Denied A Job.

So, this summer there were wildfires in the area near where I live. Because of this, my job (I'm going to call this Job A for clarity) was evacuated, leaving me unemployed. Assuming I was doing the right thing, I filed for unemployment. I knew Job A would return once the fires were contained but I did not have a re-start date.

About two weeks after filing for unemployment, I received a text from former employer (Job B) they had work available for me. I denied the offer because I knew Job A would be restarting soon (it did, about a week later) and because my own house was near an evacuation zone. If the winds changed, I would be forced to leave my house and go live with family (about 5 hours away).

Since then, I went back to work at Job A and things have been fine. Town and area is safe. However, today I received a "Notice of Hearing" because I denied the Job B. I have the potential to have to repay what I received in unemployment.

I feel like legally I may be in the wrong but is there anything I can say at the hearing to help my case? Does it matter that there was a natural disaster? Or that I have full intentions on returning to Job A?
