Hoa Forgot My Home In The Paperwork To The County

Got a letter from HOA saying:
Dear Homeowner,
We are glad to have you as a (HOA) Homeowner at location. As you may recall, when we contracted to sell your home to you, you acknowledged that you were required to be members of the Homeowners Association (the "Association") and were obligated to pay assessments and a one-time capital contribution to the Association, which was paid at closing.
Unfortunately, due to administrative error, some of the homes in the association (including your home) were not included in the paperwork filed with the County. To correct the administrative error, please sign the enclosed Consent form before a notary public showing your consent to be a part of the HOA.
Please return the signed and notarized consent, at your earliest opportunity, and return it to HOA at the following address in the self-addressed, stamped envelope enclosed with this letter.
HOA name has been taken out. What if I don't follow what the letters says? Am I no longer part of the HOA and don't have to pay or follow the rules of the HOA? Needing some advice if this is a loophole to stay out of the HOA or do I just gotta do it?
