Neighbors Are Purposefully Hitting My Car With Their Door

Location: Virginia

My elderly mother lives at an income restricted housing complex with rent skewed to match her disability payments. She has somehow enraged a pair of tenants that live above her. One is the actual lease holder, the other is her live-in girlfriend. They also have two men that live with them in their one bedroom. All three not on the lease. They moved in in like April and immediately pissed off people that live across the road(by taking their cat? They have a cat.) There was conflict between both sides over this, police came and determined this was NOT the same cat. These people reported them for having the cat, the complex manager told my mother this happened.

Anyway, they had a falling out with my mother, she stopped talking to them on my advice, they are very messy people and routinely get into fights with each other, resulting in the cops showing up, they took advantage of my mother's disabilities and kindness towards them, often using her to run errands as neither of these girls have a license, and finally they allowed one of their junkie friends into my mom's house(for some fucking reason the key to their apartment matched her apartment as well) and they stole a bunch of medication(carvedilol), which I caught on a visit. They started giving out her wifi password to the entire complex, and I had to lock down her internet.

They left her alone for a bit after that, but then the quarterly pest control happened, and maintenance showed up to their door and gave them a notice about the cat after they saw it. They were required to pay a deposit or they'd face eviction. They assumed my mother reported them, and confronted her. My mother has multiple disabilities and disassociates quite a bit, so she didn't quite understand what was happening and told them to fuck off.

One of them is quite aggressive(this is the one that beats the other), the other is not, but if my mother is on her patio smoking or having a phone call, and walk past, they will make a snide remark or accuse her of recording them. Her apartment faces the parking lot and they have to walk by her to access their car. I noticed last week that her cat(an older jeep) has an EXCESSIVE amount of dings and scratches, and gray paint marks along with small dents. They have an older gray car. They are slamming their door into her car. They also have red paint matching my mother's doors on their car doors. I had a chat with the neighbor that reported them for the cat and they also showed me a video that looks like they are doing exactly this, but it's a bit hard to make out.

My mother took pictures of the car three years ago to send to her lender and the damage is extensive.

Questions:

Wtf do we do about the car?

Can I face a camera at the parking lot to catch them doing this? The complex does not allow cameras outside but inside is fine.
