Should I Call Cps?

I’m a home caregiver, and took a shift with an 8 year old client. I saw in her notes she was developmentally disabled and non verbal. I’ve never really worked with children in this industry, but I figured a parent would be there to go over what they needed and to make sure I can do everything.

I got here around 12:00, and was greeted by what appeared to be a 12/13 year old girl who said she was her sister. I asked where the parents were, and she said their mother worked for my company. I was stunned frankly and followed her up to their apartment, and the older sister grabbed a young girl (who I found out was my client) and carried her up the stairs with her.

I asked her what they needed help with, and she told me some vague stuff about giving her Oreos if she gets hungry, or some orange juice. The apartment itself is gross, with almost no furniture, and food in the carpet/in the sink/expired in the fridge. Her older sister promptly took off, saying she was going to DoorDash or something.

This apartment is not childproofed, and there is practically nothing in here to eat. I tried to give her a few Oreos, but she threw them on the (dirty) ground and tried to eat them, to which I stopped her. I also tried to give her juice and water in her special cup, to which she rejected and tried to drink out of the toilet/tub.

My notes say she’s a biter/hitter, and she has bitten me so far. I am supposed to change her briefs every couple of hours, but she seemed very against that.

I called my office a little bit ago, lowkey panicking because I have no goddamn idea how to proceed. I don’t want a confrontation that ends physically (I know how some folks can get about CPS) but I’m also a mandated reporter and furious at seeing the state this girl lives in. My office said manager would follow up with me on Monday on if I should call CPS or not.

I was kind of getting the impression they think I shouldn’t, but I’m pretty sure I’m going to anyway. Do you guys have any advice?
