My Adopted Mother Is Withholding Paperwork From Me

Location: MA/OH I'm not too sure what to do here.

I was adopted when I was 1, by an American citizen, and not from the USA, but brought to the USA and was granted citizenship when I arrived. I have a US passport and US state ID. I also have a passport where I am originally from,. There's a birth certificate, English version and non English version, citizenship papers, and god knows what else.

I had to escape DV, and fled my state. I was not allowed to have any of my documentation. I was able to get my passport through threats of police, but, I have that, and my ID and nothing else. I can't renew either without my documents, and those documents are being withheld.

Legally apparently she can do that since they're "her copies", and I can request my own, but the problem is I don't have what they need in order to request my own, because she has everything.

The only forms of ID I have are my US passport, state id, and a taped over version of my SS card which is now invalidated. What can I do? I've tried contacting places like the embassy, and they require birth certificate AND foreign passport. Both are being witheld. My papers are in MA and I'm in OH.

I'm no longer in my original state so contacting police is hard, since I can't go with them to request documents.

What do I do?

Edit to say, I was NOT re adopted when I came to the USA. I was adopted through the country I came in, then granted citizenship once I got here. But there is no American version of any of my paperwork minus the citizenship paperwork, and US Passport
