My Friend Passed Away And His Cat Got Taken By Animal Control But His Family Is In Dubai

My friend(24) was here in California on a student visa and had recently graduated. He passed away unexpectedly two days ago, and his apartment called animal control and his cat was taken. My friend had repeatedly told me that if he was unable to take his cat back to Dubai with him, he wanted me to have his cat. I want to honor his request.
I had heard that if I had pictures with the cat, knew their name, address, and other personal information, animal control may just release the cat to me. However, apartment management told me that the cat is now his parents' property. He had never told his parents about his cat. They are Hindu (moved from India to Dubai) Brahmins who believe that animals bring impurity into the home (he told me this himself). Even when they find out about the cat, I doubt it would be one of their priorities right now obviously. They are also unable to travel to America for at least another year and a half. I very strongly doubt they would be willing or even able to go through the process of transporting a cat from California to Dubai.
He has an uncle in America, who also does not know about the cat and is also a Brahmin, but will be coming by to collect his belongings. Is there any way for me to take the cat home?
