My Sister Doesn't Wanna Have Her Kid On Social Security Once It's Born Is That Legal?

So my sister (22) and her husband (24M) have decided that once their kid is born, in September when its due, that they don't want it to have a social security card nor file it under taxes. For context we live in USA Tennessee and as far as I can research it says its optional at birth but after that I don't know when your supposed to get one for as far as I believe be a legal citizen but by their understanding they don't need it and don't want the government knowing about the baby for some reason. I know its not my kid so not my problem at the same time I am just worried about that kids future including with this hiding info idea could hurt its future jobs,schooling, etc. My sister has always been a complaintive, stupid, narcissist and her husband is lazy and no different than her so I whatever happens to them happens I have tried to help them and it goes no where but I rather at least my nephew or niece to have some form of a life so that why is ask this.
