Need Advice For Being Basically Sleep Tortured In My Apartment Building

I live in an older apartment building with eight units. We have an old fashioned buzzer intercom system for letting people in the door, and each room has a button as well as the collection buttons in the entrance. The people who live above our unit (there’s 4 people in the apartment) have all lost their keys, so they use the buzzer system to let each other in. The only issue is they do this at very least 20 times a day, and the buzzer echos through their room and the mail room into ours, and it’s extremely loud. They all work different shifts, so the buzzer will go off at any time of day/night. They hold it down until someone lets them in. If they don’t do it fast enough, they will repeatedly buzz or start buzzing other people’s apartments to let them in. We have even had them climb down into our balcony (it’s half underground because of the way the building is made) and knock on our sliding glass door after midnight because everyone in their place was asleep and no one was answering and he needed someone to let him in the main door. I have had to let this people into the main building multiple times a day every day or else the buzzing never ends. I have not had a full nights sleep since moving here in August. I also work from home, so there is little escape. We have tried very hard to be understanding of when they are loud during the day, but getting woken up by a loud buzzer in the middle of the night is nerve wracking. When asked to please respect quiet hours, they scream and say that they can’t afford to replace the keys and that we “don’t know what it’s like to work hard.” The husband smokes weed in the hallways at 5am every morning, and coughs and hacks like an old man which adds to their noises. I have offered to the office that I will pay for keys for them so it stop and they said no. The office manager will take the complaints and do absolutely nothing even though we are not the only apartment that has filed a complaint. I have brought them multiple audio recordings of just how loud it is and they are fully aware of the problem. They tell me to call the non emergency police line whenever the disruption happens, but it would be reaching into nuisance territory if I called whenever there was a problem. I have called them once when there was a very loud verbal fight in the room, but it made them angry and decide to make more noise. The husband stood above my room and jumped up and down for about thirty minutes after the police left. I am at my wits end with this place and feel like I am living in my own custom sleep torture chamber. I would greatly appreciate any and all advice on handling something like this. I’ve been up since 5am this morning because of them, once again. Thank you so much!
