Need Help With A Violent Neighbor

Location: Oregon, Multnomah county

Hey everyone, this past Friday I had a pretty terrifying encounter with my neighbor who was having a psychotic break. I'll write up in length what happened below, but the tldr is that I need some help with filing a restraining order as she threatened my life and broke into our home, and the police were unable to detain her.

On Friday when I got home, my neighbor was standing in our side yard. As I drove by, she spit at my car. I thought it was weird, but since she left I just went inside. I dropped my stuff into the kitchen, which looks over into their backyard, and I watched her grab a shovel. I also didn't think much of this. I then sat down at the couch overlooking our front yard to see her peering into my car with the shovel in her hand. I was on the second story, so I opened the window and asked "Can I help you with anything?" at which point she became very verbally aggressive.

She started calling me slurs and accusing me of various crimes, and it was pretty clear that she was having some sort of psychotic episode. I began filming the interaction not long after it started. I kept repeating "I'm asking you to leave" while recording as she got more aggressive, and she said "I'm going to beat you to death with this shovel", and then threatened to break our windows.

She drove the shovel through our ground floor (double paned) window, and then broke a window on 2 of our cars. I stopped recording to call 911 once she broke the house window, and made sure the animals were secure before locking myself in a room with one of my roommates. The police took a while to come, but when they arrived they were unable to detain her. They were told they couldn't book anyone that night for property damage alone, and becuase she was experiencing psychosis they couldn't use force to get her out of the house. She also wouldn't go willingly with the behavioral health unit. This means that we've been living next to her for several days.

The officer I spoke to said he is pressing charges against her and filed a report, but I'm not sure when that will be reviewed by a judge or if a warrant will even be issued. The officer suggested filing a restraining order so that if she comes onto our property again, it will count as immediate grounds for arrest. My issue is that restraining orders in multnomah county don't seem to account for situations like this. The requirements are largely involving family members, romantic partners, or the elderly, but I can't find the correct form to submit for this. I think my best option is to file a p/o under the stalking category, but I'm afraid of that getting thrown out due to this being an isolated incident. Does anyone know if I even have a shot at getting a p/o?
