Neighbor Wants A Fence, I Don't. Wa State (seattle)

Location: Seattle. The neighbor wants a fence, and asked about me paying half. I said no. Then he said that it'll be his fence and I will have no say in it's appearance. I said ok and I thought we were done.

Less than 2 weeks later he says that it's a border fence and I am required to pay 1/2. He gave me a WA code number. I've tried searching through Seattle Code, but it doesn't cover this 'border' fence.

I went to the WA state government RCW (Revised Code of Washington) site. It falls under Title 16, which is "Animals and Livestock," which leads me to seeing this in the context of animals and livestock. The chapter for Fences is 16.60.

Under fences, there is a section called Partition Fence, 16.60.030:

When two or more persons own land adjoining which is inclosed [enclosed] by one fence, and it becomes necessary for the protection of the interest of one party said partition fence should be made between them, the other or others, when notified thereof, shall erect or cause to be erected one-half of such partition fence, said fence to be erected on, or as near as practicable, the line of said land.

Can they force a fence on me, and make me pay half?

I am wondering what they mean by "inclosed". My house is to his left. We both have fences on adjoining neighbors on the opposite sides, but these fences do not travel all the way from the back to the front to the street.
