Neighbor Wants To File Police Report For Someone Parking Too Close

My family member found the following written on a note on their car today:

"Good morning,

You parked extremely close to my car and caused damage. Please call to discuss or I will make a police report." (and included a phone number)

My family member concedes they may have parked too close (parallel), but we want to be sure that we handle this in the safest and most appropriate way possible.

Is there a basis for a police report for someone parking too close? While it's certainly frustrating to get parked in too tight, it seems the only way for damage to occur is for the note-writer to drive their car when it's not in a safe position to do so. Is there a legal matter here?

Does this seem like a scam from a third-party? Maybe someone saw that the car was parked too close and put the note with their number on it to try to get some quick cash out of offering to avoid contacting the police.

The more I think about it, the more I think that it's a note left in bad faith by a third party who noticed a bad parking job and saw a chance to scare some cash out of the person who parked poorly. My family member is understandably concerned. He doesn't want to be a bad neighbor if the note is real and he needs to take responsibility. He also feels somewhat threatened and is concerned.

What is his legal responsibility here, if any, and what is the safest course of action?

ETA: The way I read the note is that alleged damage occurred because the note-writer hit my family member's car trying to get out--not that my family member hit their car while parking. My family member did not hit the car.
