Noisy Neighbor And We Are At Our Wits End. What Options Do We Have?

TL;DR: Our neighbor is driving us to the point of insanity with constant noise for the purpose OF making noise, police told us they can only ask him to be courteous of neighbors and there is no noise ordinance until 10pm. We can’t afford to move. We need help.

Background information:
- Boyfriend owns house, I just moved in 3 months ago
- Neighbor is directly across the street facing us
- Neighbor has been a shut-in recluse for the 6 years my boyfriend has lived here, until recently
- We have already gone to the cops multiple times for noise / property damage / a threat made by him / trying to get a social worker involved
- We have also tried asking him nicely to keep it to a minimum

Our neighbor has been leaf blowing and revving motorcycles intermittently EVERY DAY for the last 2.5 months. He will go out at all hours of the day. After reporting him twice after 10pm (thank you noise ordinance) he has at least stopped going out super late. But he sure cuts it as close as he can.

The leaf blower: electric leaf blower. It is high pitched, noisy, and awful. We can hear the high pitched whine with the TV on and all our windows shut. I have resorted to watching TV with noise cancelling headphones on every day so I don’t have to hear it. I get migraines, and this sound is beyond a trigger. Doesn’t matter where you are in the house, you’re going to hear it.

The motorcycle: he can’t drive. Every grocery order is delivered to his house. He doesn’t have a license, he has told us himself. So what does he do with the motorcycle? He sits in his driveway and revs it. He waits for you to get out of your car when you get home and revs it to make you jump. He’ll sit out there for 20 minutes at a time revving it on and off, like a 5 year old with a new Christmas present. This is less annoying than the sound of the leaf blower, but it’s SO much louder that even my noice cancelling headphones don’t help in most of the house.

The police have talked to him multiple times and asked him to be courteous of his neighbors. From what we can tell, everyone immediately surrounding his house is tired of putting up with him. None of us have ANY peace and quiet unless it’s between 10pm-7am - so you don’t get quiet unless you are sleeping! I will say I’m grateful I can at least sleep.

We have very good reason to believe that there is something mental health related going on, not just malicious yardwork. We have expressed this to the police, and they have told us that a social worker won’t help or do anything. He also doesn’t qualify for senior social work intervention yet, so that avenue is closed to us.

It’s getting to the point that my boyfriend and I are so tense about the whole situation, that I fear it’s going to wreck our relationship before we know it. We’re both cranky and irritable because we don’t get any quiet. I’m regretting moving in with him. I spent every weekend with him prior to this, so I can confidently say this is a newer issue, and not something my boyfriend omitted to tell me.

Do we really have ANY legal pathways to take with this? Are we doomed to listen to that damn leaf blower and motorcycle every hour until we can afford to move away? We need help before this becomes a pissing contest of who can be louder, or before my relationship is ruined because of a loud neighbor.
