Office Of Personnel Management (opm) Contradiction On Credit Hours.

In OPM’s handbook on Alternative Work Schedules, they define credit hours as “Those hours within a flexible work schedule that an employee elects to work in excess of his or her basic work requirement so as to vary the length of a workweek or workday.”
Furthermore, it states “Credit hours are worked at the election of the employee consistent with agency policies; they are distinguished from overtime hours in that they are not officially ordered and approved in advance by management.”
Perplexingly, it then later states that “Management may order an employee who is covered by an FWS program to work hours that are in excess of the number of hours the employee planned to work on a specific day. If the hours ordered to be worked are not in excess of 8 hours in a day or 40 hours in a week at the time they are performed, the agency, at its discretion, may permit or require the employee to-… complete his or her basic work requirement as scheduled and count the extra hours of work ordered as credit hours.”
So, OPM defines credit hours as hours an employee elects to work, and that are not officially ordered in advance, but then states that management may indeed order an employee to work extra hours, and then require the employee to count those hours as credit hours.
This seems like a contradiction. Is anyone able to explain this from a legal standpoint, or does OPM need to reexamine this?
