Our Neighbor Is Harassing Us With Noise Complaints

Location: Eugene, Oregon.

We have 5 people in an upper floor apartment. We are all around 175-250lbs. We do not clunk around, play music loudly, or have house parties. For the past 2 months, our downstairs neighbor has been consistently calling the security in regards to noise complaints.

She has, one time, come running up the stairs (on new years eve) and beat on our door, screamed through our window that we are being too loud until our next door neighbor came out of his house and screamed at her to go away.

After that incident we installed an indoor camera that faces the front door, because we no longer felt safe in our own home.

According to the front office, she is frazzled because her dog died, and we should give her grace- but the security guard has told us she has left over 200 messages about noise that isnt happening or isnt reportable as its not breaking the noise rules in the apartment.

Her reason changes every single night, here are the ones she has said:

Closing Cabinets too loudly WALKING too loudly Our Stove clicks when we use pots on the burner Our laundry is running (It was 6pm) We have "too many people" living here (Max is 5 for our layout)

And many, many many more things. Every time, the security will show up, listen outside the door for 5 minutes (We leave our windows cracked), and then knock. Every single time he states he cant hear anything, and he has to follow through anyway to file the report.

I have contacted the non-emergency line to see about plausible cause for harassment and they suggested contacting a lawyer, however I dont know what kind or what to even do. We dont have much money.

What can we do in this situation?
