Paid A "family Friend" Contractor $4,800 Upfront For A Bathroom Reno, Work Is Half Done And Looks Wrong, Now He's Ghosting Me

My neighbor referred this guy to me, said he did great work on his deck last summer. We agreed verbally on $4,800 to gut and redo my main bathroom. I paid him in full upfront because he said he needed it for materials ahead of time. I know.
He demo'd the whole thing, came back twice, did some rough plumbing that my coworker (who is a licensed plumber) looked at and said is not up to code, and then just stopped showing up. Its been about 5 weeks. Texts on read, calls go straight to voicemail now.
I had that money saved up specifically for this and now I have a gutted unusable bathroom and a guy who basically vanished. No written contract, nothing signed, just a verbal agreement in front of my neighbor who was there for most of the conversation.
Is small claims even worth pursuing here or does the no contract thing kill me. Also wondering if this crosses into theft/fraud territory since he clearly has no intention of finishing. Any idea what the realistic options are in Connecticut?
