Truancy Situation? Parent Not Held Responsible?

My nephew is 16 years old and he is now living with my family because he has not lived with his parents since Sept 2025 (it is now June 2026) because they bounce from place to place because of financial struggles.
My nephew confided in me that he was forcefully withdrawn from his high school in Sept 2025 because the school found out he didn't live in the city anymore (his parents had been evicted and had moved elsewhere). He has not been in school since. It was his sophomore year of high school. He didn't receive any credits because he only went to one month of school. His mom was notified by him and the school that he was withdrawn from school and she never enrolled him in school, so he stayed with his friends and just hung out all year despite wanting to go back to school.
The year prior they (my nephew and his parents and siblings) all lived in a nearby city with family members. His mom did not enroll him in school there at all. He did not homeschool either. However, his mom created fake homeschooling documentation in order to enroll him in school his sophomore year where he was forcefully withdrawn (mentioned above).
Alabama requires 24 credits to graduate high school. He should have 16 by now and may have 1 credit... He will age out of school before being able to graduate at this point...
My question is- how is this legal? How are his parents not in trouble for truancy? If anyone has any guidance on how I should go about salvaging his high school career, I'd love to hear it. Thank you.
