Was Stepmother Allowed To Sell House?

My husband's dad passed away in 2020, and he owned two properties. His stepmother was on the deed for both properties. She sold all of his belongings and one of the properties, and my husband was not informed of this until afterwards when he reached out requesting a few items, which then he was told they were gone. I was looking at the deeds online, and it appears she had added her new husband to the deed before the sale of the first property.

He recently got a message from her requesting he sign a quitclaim deed on the second property, and I told him to hold off until maybe a lawyer could review the whole thing because neither of us knows anything about this, which he then told her, and all she said was she was going to get her own lawyer. We have not heard from her since, but also we haven't done or said anything. It doesn't look like property has been sold yet.

My first question is, was the sale of the first house legal? There was never a trust as far as he knows or was made aware. If the first house sale was legal, why does she need anything from him to sell the second house?
