Who Is Responsible For Cleanup Of Construction?

Howdy, everyone. I've been dealing with quite a mess from my landlord and if there are any renters attorneys here I would appreciate the help.
My landlord has been dragging their feet about a leaky ceiling for over a year. They finally agreed to fixing it.
They don't have to hire a professional contractor but I would prefer they did... She usually sends out a maintenance guy who sometimes fixes stuff really well, and sometimes does things half-assed.
Anyway, she is claiming that professional contractors are working on my roof. I've been in a hotel over a week now at great expense. She isn't offering prorated rent for the time I'm not there... And is also claiming there is a construction company working on it with the maintenance man, but won't give me the contact information of the company (if they even exist).
In this interim, she claims that her property company are not responsible for clean up. My anxiety raddled brain isn't stupid... I think she is trying to use the guise of having a fake construction company of getting out of cleanup if it is just the maintenance man doing it.
If there is a real construction company, they are responsible for cleanup. If it's just the maintenance man... It is her legal obligation to make sure the space is livable, correct?
Something smells rotten in Denmark. I wrote a civil email this morning asking about this and how to proceed.
